Amnesty urges ICC to probe Boko Haram atrocities

Amnesty International yesterday said the International Criminal Court should start a full-blown investigation into atrocities committed in the Boko Haram insurgency, accusing Nigeria of failing to bring those responsible to justice.

ICC chief prosecutor Fatma Bensouda opened a preliminary examination in 2010 into eight potential cases of war crimes and crimes against humanity during the violence.

Six cases relate to the jihadists and include the killing of civilians, mass kidnapping, attacks on schools and places of worship, sexual violence, plus the use of children in conflict.

The other two involving attacks on civilians, mass arrests and detention of suspects, abuse, torture and summary executions concern the military.

Boko Haram’s Islamist insurgency has killed more than 27,000 people and left 1.8 million homeless in northeast Nigeria since 2009, triggering a humanitarian crisis in the wider region.

President Muhammadu Buhari in June 2015 promised to “leave no stone unturned to promote the rule of law and deal with all cases of human rights abuses.”

Bensouda acknowledged in her latest annual report published on December 5 that Nigeria appeared to have taken “concrete steps” toward investigating the allegations.

She wrote that there appeared to be a “tangible prospect” of proceedings against Boko Haram members, but not against troops “since the Nigerian authorities tend to deny any allegation.”

But, Amnesty International suggested Abuja was keeping her “in limbo” by giving the impression of domestic action, but in reality doing very little.

“Eight years since the opening of the preliminary examination and faced with the continuing commission of crimes under international law and the possibility of a neverending preliminary analysis, it is time for the Office of the Prosecutor (OTP) to open a formal investigation in Nigeria,” it said.

There was no immediate response from the government or military but both have previously dismissed accusations from Amnesty as being without foundation.

Central to the human rights group’s argument is Nigeria’s investigations into alleged military atrocities and its prosecution of thousands of Boko Haram suspects.

None of the more than 20 government inquiries launched into claims of abuse by troops and civilian militia members in the last nine years has led to formal investigations and prosecutions, it pointed out.

Instead, the proceedings appeared designed to provide a “veneer of accountability” and exonerate senior officers and “shield persons concerned from criminal responsibility,” it alleged.

  1. Dr Uche Kalu says:

It was no other person but President Buhari himsélf,who during a conference on Sharia, which he convened 2001 in Kaduan, that first broached the idea of Sharia States creating a Nigerian Sharia Movement and Boko Haram as its Military Wing and the Custodian of Sharia-jurisprudence in Nigeria.
In his opening speech then,he declared, qoute,” I will
continue to show openly and inside me the total commitment to Sharia Movement that is sweeping all over Nigeria. Allah willing, we will not stop the agitation for the total implementation of Sharia in the country, ” unquote.
At first,Buhari and his fellow AREWA Leaders denied the
very existence of a terrorist group in Nigeria. They claimed that members of their Boko Haram Jihadist Killer Squads were marginalized muslim youths,so called Almajiris.
Of late however,President Buhari has admitted that the
the Boko Haram do really exist, but that the members were Libyan Gendarmes.Lol!!
As a matter of fact,it was indeed at the behest of Mallam Muhammadu Buhari, that the Governors of the
Sharia States with the blessing of the Khalif
(Sarduana) of Sokoto,Alhaji Muhammadu Sa’ad Abubakar, recruited, nurtured and sired their Almajiris
( Boko Haram members),as the Military Wing of their
    Nigerian Sharia Movement.
Nigerians did witness the Governors’ presence whenever
the members of the Boko Haram were training for combats.
While Alhaji Ibrahim Datti Ahmed leads that Movement,
the Raghead Khalif (Sarduana ) of Skokto remains their
Spiritual Head. The Khalif, his Emir and Imams have over
the years used their gobble – dy – gook Perception
Managements to spring arrested members of the Boko
Haram out from the custody and to assist them to evade prosecutions.
The sponsors and god fathers of the the Boko Haram
are all well known and documented.Top of the lists are
the the Sarduana of Sokoto, his Emirs and Imams and of course, the Shraria State Governors et al.
The Ex-Governor of Borno State,Mallam Ali Sheriff has
never ever denied sponsoring the Jihdist Killer Squads,
but he claimed to have used them as his politicl thugs
    only.
Senator Ali Ndume, who currently heads one of our
Senate Committees, did admit directing the operations
of the Boko Haram Terrorist Group and offering them
some logistics. He however, claimed to have done so
only at the behest of our erstwhile Vice President,
    Mallam Namadi Sambo.
    Threatening to make the country ungovernable for our Ex-Christian President, Dr. Goodluck Ebele Azikiwe Jonthan,the following Northern Leaders did mobilize and unleash the Boko Haram Jihadist Killer Squads upon us Indigenous Christian People of Nigeria,namely;
    1.Abdullahi Ango.
    2.Adamu Ciroma (deceased).
    3.Atiku Abubakar.
    4.Lawal Kaita
    5 Sarduana of Skoto,Muhmmadu Sa’ad Abubakar.
    6.Tanko Yakassai
    7.Turaki Abubakar, et al.
The current Presidential Flagbearer of the PDP, Alhaji
Atiku Abubakar is on record to have then threatened,
quote, ”Let me again send another message to the Leaders of our great country ,especially the political Leadership that those who make peaceful change impossible, make violent change inevitable,” unqoute.
The world saw and watched as the Boko Haram for years, bombed Christians at worship,in market places,
bus stops et al.They also bombed and burnt hundreds
of our Christian places of worship killing in their wake,
scores of thousands of innocent Christians.
The climax of it all,was their abduction of over 300
    Christian Chibok school Girls.
When the god fathers and sponsors of the Jihadist
Killer Squads seemingly lost control of their Jihadists, they resorted to extra judiciallly liquidate the Leader,
Mallam Mohmmed Yusuf. They thereby earned the wrath of their Jihadists.
Today, the Boko Haram is an evil ill wind that knows
neither muslims nor infidels. They are killing innocent Christians and muslims at worship alike, bombing and burning Churches and mosques alike.
It seems as if the Amnesty International,is not all that well informed vis – a – vis,the Boko Haram.
The onus therefore is upon the Chief Justice of Nigeria,
    His Lordship,Walter Samuel Nkanu Onoghen,to
immediately make haste and to liaise with the
Chief Prosecutor General of the ICC, Madam Fatou
    Bensounda.
There have been this foreboding comspiracy of silence
which has been pervading in the polity for too long
    because of some obvious reasons.
At one hand are our two Houses of Assemblies, where
our Overlords, the Fulanis and their Hausa/Kanuri muslim
mongrels, the sponsor the Jhadists having the qourum and at the other, are our corrupt Christian Legislators,
who because of the lucre, are wont not to dare spill their
    apple cart.
There is simply too much of our easy N’Delta gas and oil money for our ruling elites to loot and share mongst
themeslves for them to give a heck about the rot in the polity.
”Radix malorum pecunia est.” Money is the root of all evils.
Oh,yes! The devil’s excremen of the N’Delta is an anathema not only to us,the people of the Lower Niger
Region, but also to Nigeria as a country.
As if the ongoing daily killings of innocents Nigerians aren’t enough problem for our nation,President Buhari
and his MACBAN’s Fulani herdsmen and Militias have
now launched their ”Futahat” Campaign of pogroms and
ethnic cleansing of native Christian Nigerians from their ancestral lands.
Yet,Nigerians are campaigning for either Mallam Atiku Abubakar or Mallam Muhammadu Buhari to be our next President ,in order for them to perpetuate the current status quo in the polity.
But the duo are Fulani muslims, and known sponsors
of the Boko Haram Jihdists and also the grand patrons of the MACBAN.
No to the status quo ante bellum!
    Down with Hausa/Fulani Islamic Hegemony!!
